Success story: AccessKeeper as a central IDP in the German healthcare system

Our partner Research Industrial Systems Engineering (RISE) Forschungs-, Entwicklungs- und Großprojektberatung GmbH has implemented the development of the central identity provider (IDP) for future services in the gematik Telematikinfrastruktur (TI) for gematik GmbH in the shortest possible time time and has commenced operation. As a central, highly secure and highly available hub in the TI, the IDP issues an “Access Token” after successful authentication. This is a mandatory requirement for accessing new TI services for insured persons and service providers.

The gematik contract required implementation based on current standards (including OpenID Connect, OAuth 2.0)) and the guidelines of the European eIDAS regulation, thus connecting the identity solution in the current TI with future solutions. RISE supplements these standards with its experience and solutions in the area of IAM (Identity Access Management) based on the RISE AccessKeeper.

This product family has been used not only in public and corporate administration, industry, etc., but also in healthcare, for example for directories of doctors, by global sports federations and by BITMARCK, which provides IAM services for more than 80 statutory health insurance funds.

The Telematikinfrastruktur (TI) is currently Europe's largest self-determined IT infrastructure with the aim of digitizing public administrative processes while maintaining integrity and security conditions in the style of verifiable civil rights under the audit procedures of the Federal Office for Information Security (BSI). The construction of the TI proves that a high level of data protection is compatible with convenient digital availability.

With 80 million users, 800 million prescriptions and an availability of 99.99%, the IDP is currently the largest European electronic identity service in the public administration sector.

The gematik identity provider authenticates and verifies the identity of participants (hospitals, doctors, pharmacies and insured individuals) and thus regulates access to health data.

In the German healthcare system, our partner RISE has played a leading role in the development of the Telematikinfrastruktur (TI) since 2006 and has brought numerous components and services to market. RISE is currently responsible for the ongoing expansion of the RISE connector, the development of 25 million highly secure patient files for more than 80 health insurance funds, a service for secure e-mail communication between doctors (KIM) and many special components in the TI.

RISE provides medical practices, pharmacies, and hospitals with infrastructure software and ensures consistent maintenance and further development. In addition to providing electronic health records to public health insurance companies, RISE also provides private health insurance customers with electronic health record technology.
